This review is built from what 22Bet publishes about itself, read from inside India — which is where the English site points, and where the currency, the cricket markets and a live-casino category called Hindi Style all say it is aimed. That means all 24 chapters of the terms, opened with the site’s own “Show all” button; the bonuses page; the registration form; the lobbies; and the public permit list of the Kahnawà:ke Gaming Commission.

Where those documents are silent, this page says so rather than borrowing a number from somewhere else. The gaps are listed at the end, and there are more of them here than in a review of a British or Portuguese operator — which is itself the most useful thing to know about this part of the market.

One practical note before anything else: the chapter list on the left is not the document. Each entry opens in place, and /information/rules/7 serves the same page as /information/rules — so a link to a specific chapter does not work. Show all expands everything at once, and Download or print turns the whole contract into a single file. That is how this review was written, and it is how you should read it before depositing.

The rating, and where it comes from

Seven dimensions, each scored on what can be verified rather than on impression. A dimension where the operator publishes nothing is capped, because an unverifiable claim is not a good one.

What a capped row means here

Three of the seven rows are held down by absence rather than by anything the operator does badly. There is nothing wrong with the bonus amounts; the problem is that you cannot find out what clears them. Nothing is wrong with the self-exclusion ladder; the problem is that you have to ask a person for every rung. A score is a summary of what is checkable, and on this site a great deal is not.

Why the licence row is not a zero

Because the permit exists and can be looked up in ninety seconds, which is more than can be said for a large share of the operators an Indian or African player will meet. The row is a five rather than a nine because a permit is not the same thing as a national licence, and because the site itself tells you almost nothing — the verification has to be done from the outside.

The permit, checked in the regulator’s own list

The Kahnawà:ke Gaming Commission — the gaming authority of the Mohawk Territory of Kahnawà:ke, in Quebec — publishes a page called Permit Holders at gamingcommission.ca. It carries two tables. The first names the Casino Software Provider Authorization holders. The second is headed List of Interactive Permit Holders, with two columns, OPERATOR and URL.

One of those will be familiar if you have read this site before: Bizzo Casino has its own review here. Knowing that two brands sit behind one operator name is worth more than any promise either of them makes about itself, because it tells you that a dispute with one is a dispute with the same company.

What the list does and does not prove

It proves that the Commission certified the operator and that domain. The page says as much in its own words: the listed operators and URLs “have been certified by the Kahnawà:ke Gaming Commission”, with a note that not all of them are reachable everywhere.

What it does not prove is currency. The page carries its own date stamp — “Updated September 28, 2023.” A register that has not been republished in three years confirms a fact about 2023. We are reporting it as that, and not as a statement about today.

The domain in the list is not the domain you land on

From an Indian connection, 22bet.com sends you to 22match.com, and every page in this review was read there. 22match.com does not appear anywhere in the Kahnawà:ke list.

That gap is not unusual and is not, by itself, evidence of anything: mirror domains are routine for operators serving countries where the main address is blocked or filtered, and regulators list the address the licensee registered, not every mirror it runs. It is worth knowing because the check you can do yourself only lines up if you know to search for the brand rather than for the address in your browser bar.

Where the terms name the Commission without being asked

The register is one half. The other half is that the contract corroborates it twice, in places that would be odd to write if the permit did not exist.

Chapter 2, on underage players:

In accordance with the requirements of the Kahnawake Gaming Commission, any prize, winnings, or funds derived from participation in authorized gaming by an underage player may be forfeited to the Commission.

And chapter 22, as the last step of the complaints process, a link labelled Kahnawake Gaming commission.

A registered office the contract never names

Against that, the contract is consistently silent about who the company is. Chapter 1 defines the operator as "Company" or "22BET" or "bookmaker 22bet" and the website as www.22bet.com, and stops there. No legal entity. No registration number. No address.

Chapter 2 then relies on an address it has not given. A complaint served on the bookmaker “shall be delivered to the bookmaker’s registered office stated in the bookmaker’s constituent documents and supported by the respective statement from the public register of companies”. And if the complaint fails, “the proper venue shall be a court in the country of the bookmaker’s registered office”.

So the document tells you where to sue, in terms that require a fact the document does not contain. This is the normal shape of offshore terms — it is how a large share of this market writes, and the phrasing is close to boilerplate — but the practical consequence is worth stating plainly: the complaints path inside the site is the one you can actually use.

The one clue about geography

It comes from an unexpected place. The end of chapter 7, under dormant accounts:

And the contacts page gives a telephone number: +357 99 816806. Both are Cyprus codes. Cyprus is also the fifth entry on the list of countries whose residents may not register. None of that establishes where the company is incorporated; it establishes where the billing descriptor and the phone line point.

Nineteen countries that cannot open an account

Chapter 2 names them: Belarus, Belgium, Cuba, Cyprus, Estonia, France, Iran, Israel, Latvia, Lithuania, Malta, North Korea, Russia, Sudan, Syria, Ukraine, the United Arab Emirates, the United Kingdom and the USA.

The chapter also pushes the legality question to the customer, twice, and in strong terms — “you warrant to us that gambling is legal in the territory where you reside”, and “you have received legal advice before registering”. If the operator later concludes you live somewhere it should not have served, the remedy is in the same paragraph: the account is closed and the balance refunded, minus any winnings credited after your most recent deposit.

What that clause means in practice

It is the single most consequential sentence for a reader in a country with no domestic online licence, because it makes the winnings — not the deposit — the part at risk. The deposit comes back. The clause is common, it is not aimed at anyone in particular, and it is the reason this review does not treat any offshore account as a place to leave a balance.

Beyond the welcome package, the bonuses page carries a recurring week.

Most of the page is in this second category: a weekly race with a share of a prize pool, a monthly mission across three sports, a VIP cashback tied to a loyalty club, a rebate programme, a crash lottery, an accumulator of the day, a bet booster, a bet-slip sale, a bonus for a losing streak, a birthday bonus, a shop where the currency is points rather than money, and an app-activity bonus. Eighteen cards in total. Five carry an amount.

What the bonus pages do not publish

Wagering, weighting and expiry

None of the three appears on any card. There is no multiple, no list of which games count towards it, and no deadline. The detail pages sit behind “Find out more” buttons that are scripted rather than linked, so they cannot be opened by address and could not be read for this review.

This is the largest single gap on the site, and it is the one that decides whether a 135,000 INR headline is worth anything. Treat every figure on that page as the ceiling of a bonus whose conditions you will only see after you are logged in.

Registration, step by step

The three ways in

The form offers Full registration, By phone, and Social networks and messengers, as three tabs. Full registration asks for email, first name, surname, password, date of birth, country and currency, with an optional promo code. From an Indian IP, country and currency arrive pre-filled as India and INR (Indian rupee).

What you agree to by pressing the button

The text under the button bundles five things into one click: that you have read the Terms and Conditions and the Privacy Policy, that you consent to your personal data being processed, that you are 18 or older, and that the name and surname you typed are correct and current. The last one matters more than it looks — chapter 19 rejects an ID whose details do not match the profile exactly, so a typo at this step becomes a verification failure later.

The six claims on the registration page

Under the form, six badges: all types of bets, 1,000+ events every day, 200+ payment systems, a VIP programme, 24/7 live support, and a mobile app. Of those, the events figure is echoed in the About page (“our traders price up more than a thousand events” daily) and the live support figure is echoed in chapter 20 (“available 24/7/365”). The 200+ payment systems figure appears nowhere else; chapter 7 says only that the methods “can be found in the Payments section”, which requires an account.

Deposits: the rules that apply before the money moves

No third-party deposits, in any form

Chapter 7 is direct about it. Deposits must come from a bank account, a Visa/Mastercard, Skrill or NETELLER, or another wallet “registered in your own name”. Using someone else’s wallet is discouraged rather than blocked, with the operator reserving the right to return the funds to its actual owner without telling you. And if a security check finds you did it anyway: “your winnings will be confiscated.”

Transfers between player accounts are prohibited outright.

Same method, same currency

“The deposit and withdrawal should be made in the same currency and with the same payment method.” That closes off the common pattern of depositing by card and withdrawing to a wallet, and it is enforced proportionally — see below.

Withdrawals: five business days, and the conditions attached

The headline number is in the contract rather than a help article:

Customer requests for withdrawal of funds shall be processed within 5 (five) business days from the date of submission, provided that no disputes or restrictions stipulated by these Terms and Conditions exist.

Requests themselves are accepted around the clock: “All withdrawal requests are processed 24/7.”

The 1.1 rule

This is the clause to read before depositing. The security service may refuse a withdrawal where the amounts are “inconsistent with bets placed”, and the contract then defines consistency: you must place bets whose stakes “add up to the sum of all deposits”, at odds of at least 1.1. Permitted withdrawal amounts are calculated from the bets placed out of each deposit.

In plain terms: depositing and withdrawing without playing is not available, regardless of bonuses. The threshold is low, and a handful of ordinary bets clears it — but it is a turnover requirement that exists with no promotion attached, and it is not mentioned anywhere outside chapter 7.

Proportionate withdrawals

If you funded the account through several methods, withdrawals “should be proportionate to the deposits made using any particular method”. Deposit 70% by card and 30% by wallet, and that is the split your withdrawal is expected to follow.

When a bank transfer replaces your method

Two clauses allow the operator to change how you get paid. It “may refuse withdrawals via payment systems or in cash and offer a bank transfer as a substitute”, and the security service may “decline cash withdrawal requests if deposits were made through e-payment systems”. Neither says under what circumstances.

One genuine concession sits in the same chapter: no service charge is applied to deposits or withdrawals made in BTC through the Bitcoin payment system.

The verification clock

72 hours from the last document

The contract sets itself a target, which is more than most in this segment do: 22BET “shall strive to complete verification in no longer than 72 (seventy-two) hours from receipt of the last requested document”. Chapter 2 repeats it as “Verification may take up to 72 hours from the receipt of the documents.”

Note the verb. “Shall strive” is an effort, not a deadline — but it is a number, and a number can be quoted back.

The video call, and five working days

Chapter 2 also allows a video conference as part of identity verification, or documents sent by post. The result of the video call “can be provided to the customer within 5 working days after a video conference takes place”. So a worst case built purely from the contract’s own figures runs: documents, 72 hours, video call, five working days, then the five business days for the withdrawal itself.

What chapter 19 asks you for

The three standard documents

A photo of an identity document; a photo or screenshot of the payment system; and proof of your current address, dated within the last 90 days. The acceptable address documents are named: a utility bill, a bank statement, a mobile phone bill, or — for players from the CIS — a photo of the registration page of a passport. Scanned copies are explicitly refused for the payment proof.

The selfie, described in detail

The chapter is unusually specific here. Hands should preferably be visible. The image is checked “for editing / photoshop”. And optionally you may be asked for a selfie holding your ID together with a sheet of paper carrying the casino’s name and the current date — with a note that “it is desirable that the inscription was not on a white sheet of paper, but, for example, in a cage”, meaning squared or lined paper.

The line that was never deleted

Chapter 19 opens, before anything else, with four words:

Provide your KYC procedures.

That is an instruction to the operator, not to the customer — the prompt from whatever template the chapter was written into, left in the published contract. The rest of the chapter reads the same way in places: “we contact provider and check those bets with them”, “we contact anti-fraud department via email”. What you are reading is an internal procedure document pasted into the public terms.

It is not a trap and it changes none of your rights. It is worth pointing at for one reason only: it tells you how closely the contract you are agreeing to has been proofread.

The €60,000 ceiling

Chapter 3, among the general betting rules:

The maximum return is limited to €60,000 (or the equivalent sum in a foreign currency) per bet.

Publishing one figure, in the open, is better practice than the common alternative of capping sport at a number and sending casino players to each game’s own rules. The limit is per bet.

Minimum stake, maximum odds

The same chapter sets the floor and the ceiling on a single wager: minimum stake $0.30 or €0.20; maximum odds of 200 on a single and 500 on an accumulator. Maximum stakes are set per selection and are not published — and the operator reserves the right to raise or lower them “for certain customers without any notification or giving reasons”.

Thirty days to be paid, ten days to complain

Chapter 2 gives the payout window: winnings “shall be paid to the bettor within 30 (thirty) calendar days from the date of official publication of the results of the latest event on the bet slip”, and a winning slip can be paid out within 30 calendar days of the event.

Claims run the other way and run shorter. Any disagreement with how winnings were calculated must be raised “within 10 (ten) days”, with account number, date, time, event, stake, selection and odds. For Cyber-Live games the window is 72 hours from the end of the game.

Two dormancy clauses that do not agree

Three months in chapter 2, twelve in chapter 7

Chapter 2: “The company reserves the right to block a customer’s account if it stays inactive for 3 months”, with unblocking by email to security@22bet.com.

Chapter 7: an inactive account is one “a player has not logged into or logged out of for twelve (12) consecutive months”.

Both are in force at once, because nothing in the document ranks them.

The €10 monthly fee

Where chapter 7 applies, the consequence is a charge: a monthly administrative fee of €10, or the equivalent, or the account balance if that is smaller, debited at the start of each month until the balance reaches zero or the account is reactivated. Reactivating then pushes any withdrawal through an Account Closure and Processing procedure with full KYC and AML checks before the money moves.

The practical reading: do not leave a balance sitting on this site, which is advice we would give for any operator with a dormancy fee, and this one publishes its figure.

The 10% currency conversion charge

Buried in chapter 2, and easy to miss. You may ask to change your account currency by emailing security@22bet.com with the subject “CHANGE OF CURRENCY” and a photo of the main page of your passport attached. “For this transaction the bookmaker charges 10% of the amount being converted.”

Ten per cent of the balance is a large charge by any standard, and it is the strongest argument for picking the right currency at registration — the one step of the process that cannot be undone cheaply.

One account per household

What counts as a duplicate

Chapter 2 sets the rule wider than most: “Customers may register only one account per family, address, e-mail address, IP address, credit/debit card, e-wallet or electronic payment method.” Persons “otherwise associated with a customer” are not allowed to register at all.

Shared address, shared Wi-Fi and shared card each create a duplicate under this wording, whether or not anybody intended one.

What happens when one is found

The chapter lists three outcomes at the operator’s discretion: close the accounts and void all bonuses, free bets and winnings derived from them; cancel all winnings and refund the balance as it stood at the start of the investigation; or, “in exceptional cases”, keep the main account valid and void only the bets placed from the duplicate.

Complaints: the three-step path

complaints@22bet.com, and the six-month window

Chapter 22 requires the complaint to be raised within six months of the issue occurring, sent to complaints@22bet.com with your username or account number, your name, a detailed explanation and any evidence.

Two deadlines then bind you rather than the operator. You have four weeks to reply to a response, and “failure to do so will automatically resolve their query” — after which you have to re-file. And no complaint may be logged within one week of a withdrawal, so that normal processing can finish.

AskGamblers, and an ADR left unnamed

The chapter names the AskGamblers Casino Complaints Service as a route for payment, bonus, software, deposit and account issues, which is a real and well-used mediation service. It separately refers to “our ADR provider” behind a link, without naming it in the text.

The Commission, as the last step

If you are not satisfied with the manner in which your complaint has been addressed by the company, you can refer your complaint directly to the Commission, found on the link below.

The link is labelled Kahnawake Gaming commission. This is the point at which the permit stops being trivia: an escalation path to a named regulator is worth more than any assurance on a marketing page, and it is the part of this site that most distinguishes it from an operator with no permit at all.

Live chat is not offered on the contacts page at all, yet chapter 20 routes every safer-gambling request through it and describes it as available 24/7/365. The two pages do not point at each other.

Safer-gambling tools, and where they live

Self-exclusion, from one month to permanent

Chapter 20 lists nine periods: 1 month, 3 months, 6 months, 1 year, 2, 3, 4 or 5 years, or permanent. The account is unblocked automatically when the period ends unless you ask otherwise. During it you must not open a new account, and the contract disclaims all liability if you do so “under a different name or address”.

Deposit limits and the 24-hour wait

A deposit limit can be set per day, week or month. Raising or removing it requires a minimum wait of 24 hours from the request — the standard structure, and the right way round.

The zero limit and the six-month lock

One variation is unusual and worth knowing before you use it. If you set your deposit limit to zero, you cannot change or revoke it for six months, and only “by providing written notice to the Company”. A zero limit is therefore closer to a self-exclusion than to a limit.

Two lists in one contract

Chapter 20 gives the nine periods above. Chapter 2, describing the same service, offers three: “1 month, 6 months or 1 year”. Both are live in the published document and nothing says which governs. On a request this consequential, quote chapter 20 and keep a copy of the reply.

What is not self-service

All of it. Every limit, every block and every exclusion is applied by contacting live chat or emailing block@22bet.com with your account ID and the restriction you want. The one thing you can switch off yourself is marketing: email newsletters, SMS, push notifications and bonus offers can be deactivated in account settings.

An operator under a national licence would have to put these controls in the account. Here they are a support ticket, and a support ticket at the moment you most need one to be instant.

The help lines the site points to

Chapter 20 ends with five links: gamblingtherapy.org, fma-curacao.com, gamblersanonymous.org, gamcare.org.uk and begambleaware.org. Four are recognised support organisations. GamCare and BeGambleAware are British, which is a curious choice on a site whose chapter 2 refuses UK residents.

A regulator in the list of charities

The second link, fma-curacao.com, is the Financial Markets Authority of Curaçao — a regulator, not a support service. Its presence in a list of places to seek help for addiction is most likely a copy-paste from another operator’s terms, and it is the second sign in this contract that the chapters were assembled from templates. We searched the Curaçao Gaming Authority’s public register for “22bet” and found nothing; nothing on the site claims a Curaçao licence either.

Two shortcuts sit next to the card. Random selection fills it for you. Blind bet goes further: you set a stake per slip and a number of slips, and buy them without choosing anything at all. Read from India on a Wednesday evening, the in-play list carried FIFA (90 events), Football (42), Table Tennis (38), Mortal Kombat (27), Ice Hockey (25), Tennis (23), Basketball (21), Cricket (21), Volleyball (16), Athletics (12), Horse Racing (9), Snooker (4), Badminton (4), Greyhound Racing (3), Handball (3), Futsal (3), Bowling (2), Beach Volleyball (2) and Floorball (1), alongside a cyber-zone with esports football, basketball, ice hockey, Dota and Call of Duty.

Where the depth actually is

The cricket section is not a token market. On the same screen: the Bijbehara Premier League, the Moinabad Championship, the Odisha Pro League and the UPL, all Indian domestic competitions, each priced with home, draw and away and a “+41” or “+15” badge counting the additional markets behind it.

Beside them, Australia’s One-Day Cup, a Japan v India T20 and a South African Cup Provincial fixture.

Depth goes below first-class level too: the Kingsgrove competition in New South Wales was priced club by club — Manly-Warringah, Mosman, St George, Sydney University, UTS North Sydney, Campbelltown-Camden — each with 41 extra markets.

The accumulators of the day

Two panels sit above the list: Live Accumulator of the Day and Accumulator of the Day, each a pre-built multiple with the legs and odds shown — Estonian Esiliiga totals at 1.83 and 2.13, Russian table-tennis handicaps at 1.76 and 1.91 on the evening we looked. It is the one promotion on the site whose terms you can read in full before committing anything, because the bet itself is the terms.

What that mix tells you

Two things. The first is that the “1,000+ events every day” badge on the registration page is plausible rather than decorative — this was a single evening’s live list, before the pre-match book. The second is where the depth actually is: FIFA at 90 simultaneous events and Mortal Kombat at 27 are simulated and esports markets, which run around the clock and inflate a live count in a way that a football-only bettor will not feel.

Sports rules, in their own chapters

The settlement rules are not a footnote here. Chapters 3 to 14 — general betting rules, types of bets, restrictions, live betting, match results, rules on sports, available markets, extra bets, worked examples, sources, and the calculation of accumulator and system bets — are the bulk of the document by length. Two general rules are worth carrying with you: a pre-match event postponed by more than 48 hours voids all bets on it, and a live event interrupted and not resumed within 5 hours settles everything at odds of 1 unless the outcome was already decided.

Cricket in the contract

Two of the 24 chapters are cricket: 24 is Cricket Toto and 23 is Toto Free. The sports rules add several pages of cricket settlement, and the recurring mechanism is the over threshold — bets on team or match statistics are voided if fewer than 80% of the scheduled overs are played, and several markets void below 50%. Test-match best-bowler bets apply only to each team’s first innings and void below 60 overs. Super-over wickets do not count.

Why two chapters of a contract tell you who the site is for

Because they are expensive to write and nobody writes them speculatively. The live lobby confirmed it from the other direction: the cricket list we read ran through the Odisha Pro League, the Alpha Cup, the IKCCT, the NICCL League and the Chandigarh League. This is an English-language site built for South Asia first.

The mobile app and the PWA

Instead of an App Store listing there is a progressive web app, documented in four illustrated steps for Android (open the browser menu, Add to home screen, confirm, done) and four for iOS (Share, Add to home screen, Add, done). It is a bookmark with an icon rather than a native app, which is the standard route for operators that cannot list in the App Store.

The app-only monthly bonus

The page describes “an exclusive bonus for mobile app users only”, available every month to all active users, as a reward for activity. No amount, no threshold and no definition of active.

What the About page says, and what it leaves out

Nine African sites, named

The page carries a column listing 22Bet Kenya, Ghana, Nigeria, Senegal, Uganda, Zambia, Mozambique, Congo and Cameroon. Combined with the Indian pricing and the cricket chapters, it is the clearest statement anywhere on the site about the markets it serves.

“The biggest bookmaker in Europe”

The same page says so, twice, in slightly different words — “one of the best websites for sports betting in Europe” and “22bet is the biggest bookmaker in Europe”. Neither claim carries a source, a metric or a date, and neither is checkable. It also promises “100% payouts on all winning bets”, which sits awkwardly beside the €60,000 ceiling in chapter 3 and the confiscation clauses in chapters 2 and 7.

Marketing copy on an About page is not a contract term and does not override one. Where the two disagree, the terms are what binds.

And what is not there

No company. No address. No licence. No founding entity, no group structure, no regulator — on the page whose entire purpose is to say who you are dealing with. The footer adds only a copyright line: ”© 2017 — 2026 «22bet»”.

The privacy policy, in eighteen sub-chapters

Chapter 18 is the longest single chapter in the contract after the sports rules, and it is broken into eighteen numbered parts rather than left as a wall. It opens by naming GDPR as the standard the policy is kept compliant with, and routes cookie questions to support-en@22bet.com.

The four to read first

18.10, consent to being subjected to security reviews — the clause that lets the operator order credit reports and check you against third-party databases, and transfer your information outside your country to do it. 18.13, international data transfers. 18.17, anti-money laundering and combating the financing of terrorism, which states a zero-tolerance policy and an undertaking to block funds and inform authorities on suspicion. And 18.18, data retention — the one that says how long any of this is kept.

Why a GDPR-shaped policy on a site with no EU market

Chapter 2 refuses residents of Belgium, Cyprus, Estonia, France, Latvia, Lithuania and Malta, and the English site is priced for India. A policy written to a European standard on a site that excludes much of Europe is the same pattern as the British helplines in chapter 20 and the Curaçao regulator in the same list: the documents were assembled for a group of sites, not for this one. That does not weaken the protections it grants — a commitment made in a published policy is still a commitment — but it explains why the pieces do not always fit the market you are reading from.

What the documents do not answer

Four gaps, stated as gaps rather than filled with an estimate:

• Wagering conditions on every bonus. No multiple, weighting or expiry is published anywhere we could reach without an account.
• The payment methods and their limits. Chapter 7 says minimums and maximums “depend on the payment method” and sends you to a Payments section that requires a login. The registration page’s “200+ payment systems” is unverifiable from outside.
• Who the company is. No name, no number, no jurisdiction of incorporation, and a court clause that depends on all three.
• The total number of games. The studios can be counted from the filter; the titles cannot, and no figure is published.

Who this site is for, and who it is not for

It is for a sports bettor in India or in one of the nine named African markets who wants a large, deep sportsbook with a cricket product built rather than translated, and who treats the casino as something attached to it. The provider list is genuinely wide, the lobby is inspectable before you commit anything, and the five-business-day commitment and the €60,000 ceiling are written down where you can quote them back.

It is not for anyone who wants their protections in the account rather than in a support ticket, who needs to know which company holds their money, or who intends to leave a balance sitting between sessions. And it is not for anyone in the nineteen countries chapter 2 excludes — a list that includes the United Kingdom, and one whose enforcement clause puts the winnings, not the deposit, at risk.

The permit is real, the escalation path is real, and both are worth more than the marketing. The contract around them was assembled from templates, and it shows in two places we can point at. Read chapter 7 before you deposit and chapter 20 before you need it, and the rest of the site is what it looks like.
