The risk controls (low, medium, high) and the line count do not change the RTP: BGaming's Plinko returns 99% on every setting, and Spribe's returns 97% on every setting. What changes is the distribution — on high risk the outer slots pay far more and the middle ones pay far less, and the ball lands in the middle most of the time. Same total, split differently.
The difference that does matter is the provider, and it is a large one: 99% against 97% is two percentage points of house edge, which over a thousand rounds is measurable rather than cosmetic.
